The meaning of the text is based in Roman Civil law.  The ravisher is a person who has not yet reached the age of majority, or what we would call a minor today.  The ward represents the parent or guardian of the ravisher (child).  The ravisher cannot use the defense that his criminal acts as a minor (or child) should absolve him from any criminal liability  because he lacks sufficient maturity to appreciate his act.  Basically it means a child may not escape prosecution for his crimes committed as a child and must be punished accordingly as if he were an adult.
